The designer used 3.5mm needles for this shawl, so references to 3mm are mistakes. However, if you have already started and found you have the correct tension on 3mm needles, you should continue using these.

To get to 219 sts you will have worked a total of 70 rows, counted from the cast-on row.

There is a correction to Row 9 of Chart B. It should be worked as follows:
yfwd, k5, [k2tog, yfwd, k1, k2tog, (yfwd) twice, k2, yfwd, ssk, k1], k4, yfwd.

This is now an increase row, so you will end up with 600 stitches. Here is a new chart:
