There is an error in the Shape Top section for the Head and Body. Rows 3 and 5 should read as folls:
Row 3: k9, k2tog, sl 1, k1, psso, k6, k2tog, sl 1, k1, psso, k9. 28 sts
Row 5: k8, k2tog, sl 1, k1, psso, k4, k2tog, sl 1, k1, psso, k8. 24 sts

Please find correct instructions for the Hat below:

Petals
Using yarn D cast on two sts
 Row 1: k
 Row 2: kfb in first st, k1. Three sts
 Row 3: k
 Row 4: kfb in first st, k to last st, kfb in last st
 Rep last two rows until there are 13 sts
 K two rows
Leave sts on holder
 Rep four more times for other petals

Main part
 Work two rows in st st across all petals. 65 sts
 Next row: * k3, k2tog, rep from * to end. 52 sts
 Next and all WS rows: p
 Next RS row: * k2, k2tog, rep from * to end. 39 sts
